  Just a thought re the tg beating in the restaurant in the usa- should it not be made the responsibility of all restauarants to ensure a safe environment exists for all those who work or who eat within their premises. It should also be accepted that anyone who is seen to film an attack prior to raising the alarm should prima facie - be deemed an accessory to a criminal act - .............just a thought.

   

  Specific Responsibility for intervention should rest with the manager - but as agents of the company they work for there should be an implied responsibility to discourage such attacks irrespective of race,sexual orientation, nationality etc. The inability to do ensure this is done should result in a huge fine and direct compensation to the victim!!
